How much a bank can lend on a home at Promenade Peak comes down to two MAS rules: the loan-to-value (LTV) limit, which is set against the price, and the Total Debt Servicing Ratio (TDSR), which is set against income. The figures below were in force on 21 October 2026.
Loan-to-Value Limits at Promenade Peak
The limit depends on how many housing loans the borrower already has. Each tier has a standard limit, a lower limit and a minimum share of the price that must be paid in cash.
| Outstanding housing loans | Standard LTV | Lower LTV | Minimum cash |
|---|---|---|---|
| None | 75% | 55% | 5% (10% in the lower band) |
| One | 45% | 25% | 25% |
| Two or more | 35% | 15% | 25% |

When the Lower LTV Band Applies at Promenade Peak
The lower band takes over when either of two conditions is met:
- the loan tenure is longer than 30 years; or
- the loan would still be running after the borrower turns 65, using the income-weighted average age when two people borrow together.
A 32-year-old taking a 35-year loan exceeds 30 years and would finish at 67, so the lower band applies; a 46-year-old on a 22-year loan stays under 30 years but finishes at 68, so it applies as well. Private home loans can run for up to 35 years.
Over 30 years, or past 65.
The loan limit falls to 55%, 25% or 15%, and the minimum cash on a first loan rises to 10%.
The TDSR Test for Buyers at Promenade Peak
All monthly debt repayments, the new home loan among them, must stay within 55% of gross monthly income. The new loan is assessed at a medium-term interest rate instead of the bank’s advertised rate, so that it stays affordable if rates rise.
| Rule | As at October 2026 |
|---|---|
| TDSR limit | 55% of gross monthly income |
| Interest rate used for the test | The higher of a 4% floor or the loan’s thereafter rate |
| Variable and rental income | Counted at 70%, after a 30% haircut |
| Longest tenure, private property | 35 years |
| Joint borrowers | Income-weighted average age |

Fixed salary is counted in full. Car loans, other property loans and minimum credit card payments come off first, and what remains of the 55% is turned into a loan amount. The TDSR calculator applies these rules for one or two borrowers.
In-Principle Approval Before Viewing Promenade Peak
Many buyers ask a bank for an in-principle approval before they view. It states how much the bank is prepared to lend on the information supplied, subject to final approval and a valuation, and turns the stamp duty, the booking fee and the cash share into firm figures. Every bank sets its own terms and the length of time the approval lasts.
Once the buyer’s own share is paid, the loan is drawn stage by stage under the payment scheme, and the progressive payment calculator shows how each stage is split.
